I rec'd this from the USFS today. It means that we can still ride the Horn Creek Trail, but that the gates will be locked to the parking lot. You will have to park along the gravel roads to ride the trail. Below is a copy/paste of the official notice.
NOTICE 10/30/2006
To coincide with the Parsons Mountain Recreation area closure, the Lick Fork Lake Recreation area will also be CLOSED December 15th through March 30th
The use levels during this “off-season” do not facilitate open operations at this time.
Walk in day use is allowed, please do not park in front of closed gates. Please pack out all trash. Restrooms will be closed.
Access for the Horn Creek bike/hiking trail is allowed without day use parking fee during this time. Access can be found off Forest Service Roads.

Maybe this means the squatters (or are they camp hosts?) will have to pack up their gypsy caravan, clean the site, and vacate for the season also.
