I need to get rid of the wheels that came on my road bike. Shimano Tiagra hubs, some heavy Weinmann rims and straight guage spokes. If you're conerned with weight, these aren't the wheels for you (over 2,000g). But they're solid, hubs spin great, and I retensioned them after ~150 miles and they've been solid ever since. They've got about 1,600 miles on them. No tires or tubes included. I can provide better pics if you need them. Make me an offer.

Still have these. Surely someone wants them. $40 for the pair?

Will they fit on my early '90s Raleigh Technium?

Will they fit on my early '90s Raleigh Technium? Maybe! Look and see if your brake pads can move further down towards the hub by about 4mm or so. 700c wheels are a little smaller than the 27" wheels on your bike. Longer reach brakes could make them work if your current set up doesn't have enough adjustment. It's starts getting less cheap then though.
