www.imba.com/sites/default/files/Dear%20Colleague%20Signers%205-5-11.pdfLink to congressional members who support the RTP Program.] What is RTP? It paid for the trails we ride at: FATS, BCSP, HKSP. It paid for repairs to: Bridges on Wine Creek, reroutes on Horn Creek, LCHT. Not one member of congress from SC supports the RTP. 2 from GA. RTP is not funded with your income taxes. It is funded with the 18 cents per gallon tax that is paid at the pump that goes into off road vehicles. The motorized trail crowd pays 100% of the RTP.

It seems reasonable that the tax money from off road vehicles be used to support trail building and repair, but I am trying to understand how the RTP program actually works. Don't people who use off-road vehicles just put gas in them at any old gas station like everyone else? If so, how do we know that the RTP money is coming from gas tax money for off-road vehicles only? (and Bill, please note, I think this is a good use of tax money -- I just want to understand it better)

www.fhwa.dot.gov/environment/rectrails/I think feds did a study and came up with the off road fuel tax raised from each state. This is a big site, but the info you seek and much more is here. IIRC, the total off road fuel tax revenue is close to $300M per year. RTP gets about 1/4 of that. So 3/4 of off road fuel taxes already are not being spent on trails. We are trying to keep the 25% that is funding the RTP to remain funding trails.
